Granskningen av Sverige avslutad

Sveriges regering har nu granskats under två dagar av FN:s kommitté för rättigheter för personer med funktionsnedsättning. Mot slutet av dagens dialog höll Institutet ett anförande där vi fortsatte trycka på några av de centrala frågor som vi tidigare rapporterat om till kommittén. Thank you, Madame Chair.
The Institute appreciates the insightful questions from the Committee and the government’s responses, although we may not fully agree with all the responses. It is evident that Sweden still has a considerable distance to travel before fully implementing the Convention. In this final statement, we wish to emphasize four key points:
- Firstly, the government must take proactive measures to achieve true inclusion, ensuring equal opportunities, accessibility, and the removal of barriers to full participation in all aspects of life. This entails transitioning from segregated to integrated systems and fully embracing the obligations inherent in human rights.
- Secondly, urgent action is needed to ensure self-determination for persons with disabilities in all aspects of life. Coercive measures and limitations to legal capacity must be addressed promptly, alongside ensuring access to disability support services based on individual needs and preferences. There is a need for active steps towards de-institutionalization including with regard to the psychiatric care. Regarding the compulsory psychiatric care there is an obvious need for an in-depth comprehensive review of the current legislation in relation to CRPD.
- Thirdly, there is an urgent need for coherent strategic efforts to implement the Convention comprehensively, establishing governance and coordination mechanisms at all levels. This includes a systematic review of Swedish laws for CRPD compliance and the formulation of measurable goals in a time-bound action plan to ensure the full and equal enjoyment of human rights.
- Lastly, we emphasize the importance of ongoing commitment beyond reporting cycles. The government must actively and transparently work towards implementing the Committee’s recommendations, engaging persons with disabilities throughout the process and disseminating knowledge to relevant stakeholders. As I mentioned yesterday, we stand ready to support the government offices with technical assistance when the government initiate the work to develop a systematic and transparent follow-up system regarding recommendations from treaty bodies.
We look forward to continued dialogue with the government and civil society on the forthcoming recommendations and concluding observations by the Committee.

Bakgrund och fördjupning
Institutets rapport till FN-kommittén belyser att det kvarstår brister på en rad områden trots att det gått 15 år sedan konventionen trädde i kraft i Sverige. Det handlar till exempel om att levnadsvillkoren för personer med funktionsnedsättning fortfarande generellt är sämre än för den övriga befolkningen, att utbildningsnivåerna är lägre, att arbetslösheten är högre, att den ekonomiska utsattheten är större och att den fysiska och psykiska hälsan är sämre.
Några veckor efter dialogen i Genève kommer kommittén att presentera sina rekommendationer till Sverige.
